African officials said they were already treating the continent's pandemic as an emergency. But some experts said it was unnecessary to declare a state of emergency over the presence of milder forms of monkeypox in Europe, North America and elsewhere, even if the virus could not be controlled. Indeed, monkeypox has been present for decades in many parts of western and central Africa, where sick wild animals occasionally infect rural people.
