According to the South China Morning Post (SCMP), the man surnamed Tan had been selling vegetables at a market on Circuit Road for a decade. She allegedly kept her teenage daughter locked in one of three stalls she rented in a wet market for 11 months.
The 15-year-old girl was discovered when a neighboring stall owner smelled feces from Mr Tan's stall and informed Singapore's National Environment Agency.
SCMP said the agency staff had discovered the girl in April. The 15-year-old girl was living in a six square meter space. The small area had a desk, fridge, fan and a makeshift dirty bed on the floor.
Neighbors told that the father and daughter, originally from Malaysia, were staying in the stall day and night. He had never seen the girl going to school. Neighbors said the 15-year-old girl did not come out of the shop even to take bath or go to the toilet and the gate remained closed during the day and night.
Mr Tan was protective of his daughter and would never let her talk to other stall owners, he said. He also rejected offers of help.
According to SCMP, a neighbor said, he never beat or abused his daughter, but treated her like a pet. Neighbors also said that the two used to have a house, but did not know why they were living in a stall.
Singapore's National Environment Agency reported the matter to the Ministry of Social and Family Development, after which the girl was sent to hospital for examination. Neighbors said they had seen Mr Tan several times after his daughter was hospitalised. He reportedly told them that he would take her back to Malaysia.
Police are investigating the father on charges of abusing the girl. The investigation has not reached any conclusion yet.
Specifically, under Singapore's Children and Young Persons Act, abuse of a child aged 16 or under is punishable by a fine of up to US$5,900 and a maximum of eight years in prison.
