It means if you have verified account with blue tick on twitter then you have to pay now to keep blue tick. Only accounts that are members of Twitter Blue will be able to have the blue tick check mark.

The price for Twitter Blue varies by region and depends on how you sign up. In the US it is US$11 per month or US$114.99 per year for iOS or Android users and US$8 per month or US$84 per year for web users.
Unfollowed more than 4 lakh accounts
Earlier, Twitter had announced that from April 1, it would start removing the blue tick or check mark badge from legacy verified accounts. Meanwhile, Twitter's Twitter Verified account had unfollowed about 4 lakh legacy accounts.
