The resolution was put forward by ten temporary members of the 15-member Security Council. It appealed for an immediate, unconditional and permanent ceasefire. A separate demand was made for the release of hostages. Of the five permanent members of the Council, only the US vetoed the resolution.

US Deputy Ambassador to the United Nations Robert Wood said that Washington has made it clear that it will only support the resolution that talks about the immediate release of hostages under the ceasefire.
